ISEE and XVR for the Estonian Public Safety Academy

The Estonian Public Safety Academy (EPSA) uses ISEE for practising the deployment of the emergency services chain for major accidents and disasters. Using the simulator, the academy aims to improve interaction between the police, fire brigade and medical services in all tactical and strategic matters.

E-Semble has input in the simulator the entire emergency services potential for the capital city of Tallinn. In addition, E-Semble supervised the instructors in developing three scenarios: a train accident, an industrial accident and an aircraft hijack at Tallinn airport.

For some time now, EPSA has been using virtual scenarios in XVR. Initially, the academy will only be using ISEE for practising communication and interaction between staff officers. Later this year, a link will be established between ISEE and XVR, so that the tactical level in the disaster location can also be practised, thereby enabling virtual training of the entire emergency services chain.
