ISEE Simulator in useThe ISEE Simulator can support training and evaluation in 3 ways:1. Simulated chain exercises where students occupy their own position in a disaster situation; 2. Exercise management support where ISEE is used as a realistic operational input to support the training staff in managing large-scale models / live exercises; 3. Readiness analysis tool where ISEE is used for making realistic calculations for the disaster readiness of a country, region or hospital 1) Simulated chain exercises In an ISEE chain exercise, the participants in the exercise are the key decision-makers for logistic problems. These include officers in the COPI, control room operators and for example department heads of the ED or ICU in a hospital. The participants observe the section of the chain for which they are responsible, and enter their decisions in the simulator. These decisions can for example relate to the triage category of victims, calling in fire brigade units or ambulances, and the deployment of virtual emergency services workers. Decisions can only be implemented if there are enough emergency services staff with the correct competences and resources available. The simulator automatically calculates the consequences of all decisions; the scenario is updated in real time to display any changes to the situation. The instructor can be make use of an automated exercise planner to control the scenario. 2) Logistic simulator for the training staff In a large-scale staff exercise for control rooms and/or crisis teams, the ISEE Simulator can be used for automation of manpower and resource planning. By using the Simulator as a digital scenario during the exercise, events (such as for example vehicle movements) are entered in the simulator, so that at any given moment, a clear overview can be provided of the actual situation. The simulator also facilitates communication between exercise managers and exercise staff, and can be used to respond to the decisions of the students. 3) Readiness analysis and evaluation Once the logistic situation in a region has been entered in the ISEE Simulator, the simulator can be used to realistically simulate the effects of crisis management procedures.
